What correlation of forces or events has occurred that has allowed, if not forced, the United States of America to threaten the Planet with annihilation? Why does the logic behind switching to a First Strike posture; abhorred by generations of Americans as cowardly and craven, sound almost word for word like the reason given by the Supreme Court for it's still disputed decision in Bush v Gore?
